You will serve as a FINANCIAL MANAGEMENT ANALYST in the Financial Department of NAVXDIVINGU. You will serve as a Purchase Card Approving Official ensuring purchase card holders documentation is accurate and assists cardholders with account reconciliation. You will advise management officials on the Purchase Card Program status which is derived from multiple sources such as reports and financial databases.

Duties

Ensuring financial transactions are supported with proper documentation and in accordance with policy and internal control practices. Conducting studies, gathering and analyzing financial data, to improve the accumulation, processing, and reporting. Analyzing and developing budget exhibits and budget justifications, including developing reclamas/issue papers to program budget marks. Monitoring obligations and expenditures to ensure financial accounts are balanced against plans and established benchmarks. Analyzing proposed budget changes, prior to and in the year of execution, making recommendations to accommodate budget changes.

• You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate least three years of general experience that includes one year of experience equivalent to the next lower pay band NH-01 or grade level (GS-04) in the federal service or equivalent experience in the private or public sector that analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.
