The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) serves as the Army's technology leader for armament systems. DEVCOM AC ensures dominance of Army capabilities by researching, developing, integrating and delivering technology-enabled armament solutions to our Warfighters. Armaments Center has a long tradition as the primary research and development center for new and existing armament systems which are in use by U.S. service members around the world.

Duties

Serves as a program authority in assigned armaments programs, requires specific knowledge of armaments and lethality technical disciplines, armament products, processes, technologies, and all phases of the acquisition life cycle. Employee independently defines objectives; interprets policies and determines their effect on program needs; independently plans, designs, and carries out work to be done in support of the Armaments Center enterprise. Employee examines and analyzes current armaments technology trends and gaps to inform future needs and enterprise strategies through rigorous analysis of internal as well as relevant external data. Employee prepares and presents oral and written reports across all levels of the organization, inclusive of senior leadership, on program status, critical issues and needs, and decision recommendations. Employee forges internal and external partnerships that build strategic relationships across the AC Enterprise to include industry and academia to maximize collaboration and support the research and development of innovative armaments solutions. Create a robust business analytical framework to exploit dual-use technology opportunities, inclusive of recommending novel programmatic pathways to enhance the capacity of the AC to absorb and capitalize on emerging technologies and concepts. Serves as a technical authority in data science and analytics. Ability to employ data science and business analytics techniques to collect and analyze data using methods such as machine learning, natural language processing and data visualization, to formulate organizational objectives and/or strategies.

  • Selectee must execute, as condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Three year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • You must be able to obtain and maintain a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for Engineering and Technical Management within 60 months of entrance on duty.

Additional information about transcripts is in this document. Basic Requirement for 800 series - General Engineer, Mechanical Engineer, Industrial Engineer, Chemical Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must:(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates). Basic Requirement for 1550 Series - Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. Basic Education Requirement for 1560 Series - Data Scientist: Degree: Bachelor's degree in a major field of study such as: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, computer science and data science plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the next lower grade level (DB-03/GS-13) or equivalent pay band which includes: 1) expertise in current and advanced principles, concepts, theories, practices and techniques in physical science or engineering disciplines represented in Science and Technology (S&T) programs related to Armament Systems 2) expertise and experience in data science and business analytics to include performing data analysis utilizing programming and software skills in order to gather, analyze, visualize, and arrive at informed decision recommendations in support of organizational priorities, positions, and strategies; and 3) experience in assessing, analyzing and managing customer/stakeholder requirements in order to influence enterprise strategies and projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03/GS-13).
