This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight (CCIIO), MITG, DMID.
As an IT Specialist (Technical Advisor), GS-2210-14, you will serve as a technical authority for the design, development and engineering of IT applications and as the lead architect and planner for the IT applications residing in the division.
Duties
Serves as the technical expert and senior advisor to the Director providing architectural and strategic guidance on IT applications and systems.
Advise technical specialists that plans, develops, schedules DMID applications and systems including independent analyses and alternative studies, COTS products and other technology tools studies.
Presents information, data, and recommendations that are representative of thorough analysis of the issues and reflect a comprehensive representation of the options available along with key recommendations to management and senior leadership.
Serves as coach and facilitator to build consensus and integrate work processes and products.
Provides authoritative guidance on required quality assurance processes, procedures, and clearances and compliance with the information technology architecture governing the software development life cycle.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
(1) ensuring software development processes align with best practices and industry standards for secure software development;
(2) providing technical expertise and guidance throughout the software development life cycle, with a strong focus on secure software design; AND
(3) advising leadership on technological approaches to meet business needs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
