About the Position: Serve as a Management and Program Analyst in the Manpower and Agreements Branch of the Resource Management Office, located on Joint Base Lewis-McChord, WA.

Duties
Provide advice and assistance to management officials on table of distribution of allowances manpower and personnel matters
Assist in negotiating various Support Agreements between users and service providers across to meet mission requirements.
Analyze equipment change requests to recommend approval or disapproval equipment changes requested by Directorate/Office.
Plan and conduct studies of organizational structures and utilization to verify requirements and/or recommend redistribution of authorizations based on funding constraints.
Collect and organize statistical data to submit weekly and monthly reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must obtain and maintain a secret security clearance.
- This position may require travel up to 5% of the time.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed NTE April 2025 by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
Term Appointment NTE: 13 Months - Position may be filled as a term appointment NTE: April 2025. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
This position is a TERM position not to exceed 13 months. It is time-limited and may be extended beyond six years up to a maximum of eight years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met.

Specialized Experience: One year of specialized experience which includes demonstrated experience1;)Conducting equipment utilization studies to provide data for input into management recommendations 2;)Analyzing data to identify program deficiencies, and 3;) Assisting with negotiating support agreements between different entities to meet serviced activity needs.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Management, Etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
