This position is located in the Mental Health Service at the Charles George VA Medical Center. The Behavioral Health Interdisciplinary Program (BHIP) Counseling Supervisor is a Senior Licensed Professional Mental Health Counselor (LPMHC) who will assess, monitor, and improve the expertise of the Licensed Professional Mental Health Counselors ("counseling staff') working in outpatient mental health.

Duties

At the GS-12 grade, Senior LPMHCs typically have significant program management responsibilities for a small- to medium-sized professional staff at the GS-11 grade level and below. As a result, the BHIP Counseling Supervisor must have five years of licensed experience that demonstrates possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise, and must be credentialed to provide clinical supervision to trainees or unlicensed LPMHCs. Additionally, the BHIP Counseling Supervisor has a minimum of one year of previous specialized experience providing direct care to Veterans in a full time interdisciplinary mental health setting. Duties include, but not limited to: Implements processes for the recruitment, selection, onboarding, evaluation, and professional development of the counseling staff in accordance with VA policy. The BHIP Counseling Supervisor provides programmatic guidance including technical and clinical assistance to the counseling staff in the Behavioral Health Interdisciplinary Program. Development programs for the counseling staff and takes responsibility for providing opportunities to help the counseling staff update their mental health professional practice skills and acquire new knowledge in contemporary treatment modalities. Interprets and implements the philosophy and goals of the Mental Health Service and the program to which they are assigned and instructs the counseling staff in how to function within the established guidelines of the service. Demonstrates the ability to work effectively and develop sound relationships with their patients, other caregivers, professional staff, and supportive personnel who engage with Veterans seeking care. Assures that the counseling staff are aware of and adhere to all current directives, standards, or expectations of the Veterans Health Administration (VHA), The Joint Commission, state licensure standards, and the VA Office of the Inspector General. The BHIP Counseling Supervisor is active in and accepts responsibility for the development, evaluation, and maintenance of professional standards of practice for the counseling staff. Serves as a mentor to other LPMHCs, particularly graduate students and those at the entry level. The incumbent is viewed by LPMHCs and Mental Health staff as a senior clinician with advanced practice skills and expertise in the development of the counseling staff. The BHIP Counseling Supervisor consults with the BHIP care coordinators and clinical supervisors of BHIP staff about the competence, abilities, and strengths of the counseling staff as a subject matter expert. Performs other duties as assigned. In addition, the BHIP Counseling Supervisor is an integral part of a BHIP Team and provides the following functions: The BHIP Counseling Supervisor is a Senior LPMHC who has developed professional, clinical, and advanced practice skills that are routinely used to treat Veterans with complex problems. The BHIP Counseling Supervisor works within an assigned BHIP Team to support the holistic recovery of Veterans assigned to any other member of the BHIP Team. They provide individual psychotherapy to Veterans referred by BHIP care coordinators or other members of their assigned BHIP Team. They monitor treatment progress, maintain comprehensive documentation, ensure expert diagnosis and treatment of clinical disorders, and show competent discretion in decision to adjust treatment. The BHIP Counseling Supervisor makes recommendations for and changes to treatment plans in coordination with other providers and programs. As a member of the counseling staff themselves, the BHIP Counseling Supervisor evaluates their practice on an on-going basis through participation in professional peer review, case conference, or other organized means. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: MINIMUM QUALIFICATIONS FOR GS-12: Experience, Education, and Licensure: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency. Assignments: At this level, LPMHCs administratively supervise their licensed staff and/or graduates and are considered LPMHC subject matter experts and may serve as the discipline lead. LPMHCs may provide treatment to patients. They direct the development and implementation of services and treatment to patients through the administrative supervision, mentoring, and oversight of assigned clinical staff. Their experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Demonstrated Knowledge, Skills, and Abilities: In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below: Ability to administratively supervise other providers and conduct meetings. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards. Ability to establish and clearly communicate guidelines and performance expectations for staff. Preferred Experience: Counseling Supervisor who will assess, monitor, and improve the expertise of the Licensed Professional Mental Health Counselors working in outpatient mental health.
