About the Position: Serve as an Administrative Officer responsible for the administration and coordination of a full range of civilian and military personnel functions and Freedom of Information Act.
Duties
This is a developmental position being filled at the GS-09 or GS-11 levels. The full performance GS-11 level of this position entails the following duties:
Serve as the functional expert for internal civilian personnel and military personnel management matters.
Serve as action officer for the Freedom of Information Act and Privacy Act programs.
Develop comprehensive plans and strategies for day-to-day and long-range assignments, actions, and activities.
Record requests, obtain necessary information, and prepare final responses approving or disapproving the release of records.
Utilize technologies, electronic records management systems, and automation tools to manage, preserve, and provide access to government records.
Manage the Records Management Program.
Requirements

GS-09 Level:
Specialized Experience: One year of specialized experience which includes
(1) Experience interpreting and applying administrative and personnel regulation, policies, or procedures;
(2) Experience utilizing automated processes and procedures to facilitate processing personnel actions, such as Defense Civilian Personnel Data System, Automated Nature of Action, or Fully Automated System for Classification;
(3) Experience collecting, consolidating, and reviewing data for response to information requests; and
(4) Experience maintaining an automated suspense tracking system or status log.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as any major field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Level:
Specialized Experience: One year of specialized experience which includes
(1) Experience providing human resources management support;
(2) Experience evaluating the effectiveness, efficiency, or productivity of administrative programs;
(3) Experience researching, analyzing, or evaluating data for response to information requests; and
(4) Experience implementing and maintaining privacy policies and procedures.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any major field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-11 Level: Applicants who have held a General Schedule (GS) position within in the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
