This position is located in the Department of Homeland Security, United States Coast Guard, Fifth District, Sector Maryland- National Capitol Region, Inspections in Baltimore, MD.  

Duties

In this position, you will serve as a subject matter expert for auditing commercial vessels, operating companies, Third Party Organizations (TPO’s), and Recognized Organizations (RO’s). You will represent your area of responsibility (AOR) during collaborative discussions and meetings with other Coast Guard offices, TPOs, ROs, other flag states, other federal agencies, and other maritime organizations concerning the Coast Guard’s oversight program.

Qualifications

To Qualify at the GS-13 Grade Level:  Applicants must have one (1) year of specialized experience equivalent to the GS-12 in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:   ◦Developing strategies and implementing compliance oversight and enforcement posture across the area of responsibility (AOR).       ◦Conducting and/or serving as a lead inspector on marine inspections for a variety of vessels enrolled in alternate inspection programs to determine compliance with US and International laws, regulations, and applicable standards, existence of proper vessel documentation and certification, safe and proper operating order of systems (navigation, communication, alarm, lifesaving, firefighting, safety management, security and pollution prevention systems) and machinery and soundness and acceptable parameters of vessel structures; ◦Coordinating and managing audit processes, procedures, and management reviews in support of quality objectives. This includes maintaining audit records, submitting audit non-conformances and opportunities for improvements, guiding an organization through process improvement opportunities and process amendment plans, and maintaining adequate auditor resources and competencies. ◦Providing technical expertise and training to new inspectors, providing input to program planning, and assisting on special, more complex projects (ex.- Reflagging of foreign flag vessels to the U.S. fleet under the MSP or ACP program). ◦Preparing, drafting, and delivering recommendations, technical analyses, and presentations to the maritime industry, ROs, TPOs, and classification societies pertaining to ongoing inspections and audits. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
