As the Program Analyst, the incumbent plans, administers, and coordinates basic administrative services including budget formulation and execution, financial planning, accounting, procurement and fund control administration to the sections under Medicine Services at Lt. Col. Luke Weathers VA Medical Center, Memphis, TN.
Duties
The Program Analyst provides support and perform program cost analysis such as life cycle or other project cost analysis for the following sections within medicine service, allergy, cardiology, dermatology, gastroenterology, hospitalists, hypertension, nephrology, pulmonary and respiratory and rheumatology clinics. The major duties and responsibilities include but are not limited to:
Conduct analytical studies that are of special interest to specific functional activities or programs, and participating in unusual, controversial and sometimes highly sensitive aspects of the program.
Plans, establish, and manage data administration tasks and database administration functions to support all database systems within Consulting Services including Access, Microsoft, DSS, and SharePoint.
Coordinate the preparation of the annual evaluation of the service quality management activities including scope of service, objectives and effectiveness.
Responsible for establishing standards and procedures for database structures for national surveys such as AES (All Employee Survey) and participating in formal design reviews as an authority on database development and management to ensure conformity with criteria.
Employ project management techniques to manage several tasks simultaneously requiring careful scheduling and control working directly with staff and customers to ensure optimal service is provided.
Collaborates with other services to resolve clinic tracking issues that cross over service lines.
Assist in multiple contracts for the medicine service.
Prepares and submits provider specific quality assessment information for use in the development of propping mapping of medicine service sections.
Work closely with DSS staff to provide mapping information on staff for the service.
Coordinates with administration to investigate Root Cost Analysis.\
Coordinates space needs with Facilities Management and the Space committee, including long-term planning for future space needs.
Consult with the Medical Management for counseling management in developing and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of money, and materials.
Work Schedule: Monday - Friday. 0730 - 400p

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of programs, goals, policy priorities, and commitments of the medicine service to recruit, maintain professional staff.
Knowledge of compensation panel requirements to retain competitive certified personnel.
Knowledge of managing budgets and fund control points to approve funds for supplies.
Skill in communication to show the adequate need adjustment for budget request via excel graphs PowerPoint and other computer tools.
Knowledge and sufficient to make adjustments in assignments given to medicine service clerical staff in order to accomplish fluctuating workloads generated by medical staff.
Skill in advising sections under medicine service to obtain facility organizational goals.
Skill in analyzing data to pull and review clinic workloads, cancellations and projected data.
Knowledge of best practices to show productivity report while pulling data from various resources such as SAIL and Pyramid Analytics.
Skill in advising and instructing all medicine service staff on administrative matters to include but not limited to, physician's pay and all staff time and leave for appropriate employee pay actions.
Skill necessary to be aware of computer problems related to Application Coordinator (ADPAC) and TMS.
