Duties

Plans, organizes, and oversees the activities of Intercontinental Ballistic Missile (ICBM) Maintenance Group Supply Management and Control. Develops goals and objectives that integrate organization, supply, and intercontinental ballistic missile (ICBM) transportation/vehicle objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinate supervisors, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Selects candidates for subordinate supervisory and non-supervisory positions taking into consideration skills and qualifications, mission requirements, and equal employment opportunity EEO and diversity objectives. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Represents the Missile Maintenance Group with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with all levels of management throughout the wing, base, and Air Force Global Strike Command AFGSC; will represent the organization as the Chief, Maintenance Group Supply Materiel Manager. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Ensures around the clock customer guidance and training is provided. Directs the Intercontinental Ballistic Missile ICBM Maintenance Group Materiel Management responsible for requisitioning, tracking, stocking, storing, issuing, managing, inventorying, and inspecting DoD supplies and equipment for the group and wing. Ensures proper receipt, identification of overages and shortages, processing, storage, inspection, and issuance of equipment and supplies to include Intercontinental Ballistic Missile (ICBM) parts, individual protective equipment (IPE), weapons, and hazardous materials (HAZMAT) for group maintenance work center supply programs. Oversees management of all supply point storage facilities in the Missile Wing. Sees that all items are received, stored, or distributed to customers according to Air Force directives, manuals, and technical orders.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Administrative and Management Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of logistics management operations in supply and maintenance policies, practices, and techniques including knowledge of maintenance data collection programs, storage and materials equipment policies, preservation, packaging, and cargo movement and materiel management. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of federal and DOD regulations and guidance pertaining to nuclear weapons-related materiel. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of logistics management operations in supply and maintenance policies, practices, and techniques including knowledge of maintenance data collection programs, storage and materials equipment policies, preservation, packaging, and cargo movement and materiel management. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Knowledge of federal and DOD regulations and guidance pertaining to nuclear weapons-related materiel. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning cargo movement and materiel management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
