The purpose of the position is to improve the quality and timeliness by which clinical and clerical support services are delivered.

Duties

Major Duties: Functions as a health technician with Ambulatory Care Specialty Clinics. Taking vital signs and observing and assist with patient intake for appointments. Assisting with examinations, diagnostic studies, therapeutic tests, and other Ambulatory Care Gastrointestinal Clinic procedures. Performing liver elastography, and capsule endoscopy procedures. Performing the collection and labeling of laboratory specimens, per VA protocols and policy. Reporting and recording significant signs, symptoms, or behavioral changes observed in the patient. Assist as a Health technician with duties in the other Ambulatory Care Specialty Clinics as directed by charge nurse. Using aseptic techniques principles. Transporting patients to required destinations. Communication ( oral and written) and interpersonal relations, including the ability to relate to internal and external customers appropriately and courteously. Maintain confidentially of patients/employees' information per VA policy. Effectively responds to telephone and personal inquiries regarding customer' benefits and location of services available at the Medical Center. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of Phlebotomy as related to specimen procurement and handling procedures; Knowledge and skill required monitoring patient's physical and psychological response to the procedure; Knowledge of the anatomy and physiology of the structures involved in blood drawing, i.e., veins, nerves, skin, etc.; Knowledge and skills to use electronic medical records or other medical center computer program for retrieving patient information; Knowledge and skill in transporting patients to ensure their safety; Knowledge of interpersonal skills to maintain good working relationship with a variety of professional staff, non-professional staff, patients, and their families; Knowledge of current laboratory specimen regulations/requirements; Knowledge of point of care testing procedures. For example, whole blood glucose testing and occult blood testing. OR Possess a 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation (TRANSCRIPTS MUST BE PROVIDED). OR Possess a combination of related education and appropriate specialized experience that together meet the qualification requirements for this position. (Transcripts must be uploaded). GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of all types of substance abuse and psychiatric disorders, and skills sufficient to utilize appropriate therapeutic treatment modalities, which enables the employee to initiate and maintain effective relationships with patients. (This experience must be well documented in your resume.).OR Successfully completed half a year of graduate education (9 semester hours or equivalent), or internship directly related to the position with a major that included courses directly related to the work of this position. This education must have been obtained in an accredited college or university. (TRANSCRIPTS MUST BE PROVIDED).OR Possess an equivalent combination of successfully graduate level education and specialized experience, as described above, which meet the total qualification requirements for this grade level. This education must have been obtained in an accredited college or university. (TRANSCRIPTS MUST BE PROVIDED). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Good hearing and visual acuity are required. The work involves standing long hours, walking, bending, and reaching on a routine basis. The work requires the incumbent be mobile throughout the Medical Center as needed, involving standing, walking, bending, pushing, and lifting (moderate to heavy). The incumbent must be capable of prolonged standing/walking and be physically capable of pushing equipment, and escorting patients that maybe in wheelchairs and/or gurneys.
