Duties
Engineering Technician at Saint Albans works with service chief in assistance with responsibility for design, layout, construction/renovation to all buildings, medical specialty units and grounds at the St. Albans Campus of the VA Medical Center, with occasional support of the Brooklyn campus.

COR duties: 30%
1. Prepares plans, specifications, and estimates for complex projects, which include multidisciplinary architectural, fire and safety, mechanical, plumbing, electrical, telecommunication, analog and digital electronics, and hazardous material abatement design.
2. Works with Chief Engineer and Engineering Staff for the efficient and effective implementation of the Major Construction projects.
3. Keeps Chief Engineer abreast of plans for continuous and ongoing major projects in concert with contractors and CFM. Ensures the Construction and Facilities and Management (CFM) staff and contractors are aware of the expectations of Harbor and Engineering management.
4. Prepares project documents for inclusion in the multi-year facility plan and for submission to the Network, VHACO, and VACO, requesting authorization and funding.
5. Prepares activation and impact reports required for Medical Center, Network, VHACO, and VACO tracking of progress and funding allocation.
6. Protects the interest of the government by mitigating design and construction errors, omissions, oversight, and fraud, as well as fire and safety issues.
7. Performs field investigations to gain first-hand knowledge and to gather architectural and engineering data necessary to document conditions for design, construction, and engineering.
8. Participates in management discussions on program plans, production requirements, proposes moves, expansions, etc.
9. Coordinates with Environmental Management Service and Architect Engineer firms in all aspects of interior design.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Intensive knowledge of engineering principles, techniques, methods, and precedents. Basic knowledge of related engineering fields such as electrical, mechanical and structural. Knowledge and experience with various construction trades, practices, materials, and methods. This includes electrical, mechanical and plumbing systems. Knowledge of, federal, state, and local building codes, standards, and regulations, including various national codes and standards such as the National Electrical Code, National Plumbing Code, Life Safety Code, ACI Standards, OSHA, and Joint Commission. Knowledgeable of administrative procedures and regulations to adequately support the functions of Engineering Service. Ability to communicate effectively both orally and in writing with a wide variety of groups and organizations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Physical Requirements:
Physical agility and manual dexterity are essential in that the incumbent must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl and reach during normal project inspection procedures.
In addition, the incumbent must have good hearing, eye, sight, color and depth perception, and use of all limbs to be able to perform at an optimum level.
The incumbent usually works indoors in an office and drafting room environment where there are normal every day risks, within a medical center where there is possible exposure to contagious disease, on construction sites where there is exposure to physical handicaps, i.e., tripping, falling, being stuck, electrical shock, bums, dust and debris, fluids, chemicals, noise and falling objects. The incumbent must comply with safety rules, regulations, codes and practices.
