This position is located in Bent's Old Fort National Historic Site, in the Administration and Business Division. Open to the first 50 applicants or until 04/19/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

This position manages the administrative operations of Bent's Old Fort National Historic Site and is the principal advisor and management consultant to the Superintendent and the High Plains Group, consisting of Bent's Old Fort NHS, Sand Creek Massacre NHS, and Capulin Volcano NM. The position is the administrative advisor to the park management team and the three parks' administrative support assistants. In dealing with the Superintendent, Division Chiefs, and employees of the group of parks, the Administrative Officer builds within the management team and staff an appreciation of the role of administration in accomplishing the mission of the parks and as a partner in the operational, planning, and partnership programs of the group. Major Duties: Administration and management of human and fiscal resources, programs, and services to accomplish the responsibilities of a medium to large National Park Service unit. Financial management and oversight of park funds and guidance to managers on fiscal responsibility. Contracting and procurement work to include purchasing, contract management and coordination of park expenditures. Managing human resources, including recruitment, supervision, accountability, and providing information on human resource management. Planning and evaluating park policies, programs, and efforts to ensure goals and objectives are met in a responsible and timely manner. Formulate park-wide plans, programs, and procedures related to administrative operations. Collaborate with the management team to formulate annual program plans and budgets. Oversee a variety of administrative services, including payroll, travel, and property management. Assist hiring managers in developing staffing plans and recruitment actions. Supervise business management and administrative staff. Establish internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process. Schedules and assigns work to assure that deadlines are met and that the work flows evenly. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-04/19/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience may include as participating in the administration of a small, stable budget involving basic administrative expenses; keeping an organization's revenue in balance and providing advice on budget and financial management; performing clearly-defined administrative tasks in support of established requirements for supplies, property management, or personnel; working with a management team; serving as a principal advisor to management on a wide array of administrative functions (budget, human resources, property and procurement management) analyzing and resolving problems.. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one of the following: (1) a masters or equivalent related graduate degree, (2) 2 full years (36 semester/54 quarter credits) of progressively higher level related graduate education leading to such a degree, or (3) a LL.B. or J.D., related to the position. Directly related graduate study may include, but is not limited to: business administration, accounting, governmental budgeting, and/or public administration. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have six months of the specialized experience described above (50% of the experience requirement), and 18 semester hours or 27 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education).You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include participating in the administration of a small, stable budget involving administrative expenses; keeping an organization's revenue in balance and providing advice on budget and financial management; providing a wide variety of administrative services to enable efficient operation of a business or program office; working with a management team; serving as a principal advisor to management on a wide array of administrative functions (budget, human resources, property and procurement management) analyzing and resolving problems.. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to business administration, accounting, governmental budgeting, and/or public administration. (Three years of graduate education is 54 semester hours or 81 quarter hours).. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have six months of the specialized experience described above (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education).You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
