You will serve as a LOGISTICS MANAGEMENT SPECIALIST in the Fleet Support Team, FLEET READINESS CENTER SOUTHWEST.
This position is assigned to the Fleet Support Teams within The FST logistics structure.
Duty Station: San Diego, CA
Duties
You will be responsible for technical evaluation of Engineering Change Proposals including modification changes and bulletins, and provide technical expertise to FST and NAVAIR sponsors on weapon systems.
You will evaluate engineering and logistics data sources and edit assigned Technical Manuals using Adobe in Design, Framemaker, Arbor Text, EAGLE, Adobe Photoshop and/or Illustrator software.
You will manage receipt of, and response to, TPDRs submitted to the FST via the Joint Discrepancy Reporting System and provide timely and effective resolution of fleet inquires.
You will conduct Contractor program reviews and evaluate Contractor proposals to ensure Contractor scope, format, and content of technical manual deliverables are of sufficient quality and timeliness to meet contract requirements.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For a GS-0346-11, LOGISTICS MANAGEMENT SPECIALIST
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.Demonstrating mastery of the technical data management process to include: technical requirements for technical writing, and requirements for generating, ordering, reproducing, acceptance and distribution of technical data within the NAVAIR community; 2. Preparing budgets, cost proposals and Statements of Work (SOW) for aircraft weapon systems; 3. Evaluating Engineering Change Proposals (ECP), Technical Directives (TD), Technical Publication Deficiency Reports (TPDRs) and logistics analysis and assesses the impact of the changes under review to TM/IETM's; 4. Managing all aspects of Technical Manuals (TM) and Interactive Electronic Technical Manuals (IETMS) from traditional paper/Portable Document Format to Type 1 and 2 IETMs; and 5. Editing engineering and logistic data sources using Arbortext and/or Adobe in Design publishing platforms and various text, graphic and scanning programs.
For a GS-0346-09, LOGISTICS MANAGEMENT SPECIALIST
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Working knowledge of Technical Data management and sustainment processes to include; technical writing, and requirements for generating, ordering, reproducing, acceptance and distribution of technical data within the NAVAIR community; 2. Reviewing Engineering Change Proposals (ECP), Technical Directives (TD), Technical Publication Deficiency Reports (TPDRs) and logistics analysis and determine the impact of the changes under review to TM/IETM's; 3. Assisting with budget, cost proposals and statements of work for aircraft weapon systems; and 4. Familiarity with Arbortext and/or Adobe in Design publishing platforms and various text, graphic and scanning programs.

A. Have successfully completed a Ph.D. or equivalent doctoral degree.

B. Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
or

D. Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
