THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Government Information Specialist, Position Description Number T5915800 and is part of the Vermont Army National Guard Command of the Vermont Army National Guard. The primary purpose of this position is to function as the program manager for the state's Congressional Inquiry program.

Duties

1. Government Information: Functions as the program manager for the state's Congressional Inquiry program. Maintains a status log of past and current inquiries from members of congress and state and local legislative members. Provides status updates to the requesting member as required. Reviews all incoming requests redirecting as appropriate to other information sharing programs. Administers the states Freedom of Information Act (FOIA) and Privacy Act (PA) Programs and serves as the state National Guard's subject matter expert. Checks the official FOIA request website for new requests, updates statuses for current and ongoing requests, and redirects duplicate requests to the response initially provided. 2. Commander's Action Group: Coordinates visits from outside agencies and governmental organizations with their applicable liaisons for the purpose of advancing the state National Guard's State and Federal strategic initiatives. Prepares and assists in the preparation of a variety of presentations, ceremonies, briefings, and information papers (e.g. The Adjutant General's report, Commander's Update Brief, Legislative initiative publications, etc.) by providing input concerning design, layout, and presentation of data. May make editorial changes to ensure proper grammar, consistency of writing style, appropriate tone, and clarity of message. Serves as principal time keeper for Command Floor federal and state employees. May assist in the preparation and approval of itineraries, travel authorizations, and travel vouchers for the Adjutant General and Command Staff through an automated system.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • TDY travel may be required up to 15%.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Not to exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard working at the location specified in job announcement. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. SPECIALIZED EXPERIENCE GS-09: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the Federal service in the normal line of progression for the occupation, Government Information Specialist. Examples of specialized experience would typically include, but are not limited to: Experience writing, editing, and research skills in order to write thorough replies, presentations, briefings, and information papers. Experience in the operation of computing systems; productivity software such as word processing, spreadsheet and presentation applications; Web based travel, tracking, and accountability systems. Knowledge of other Federal Agencies and Organizations working within the state or with the state National Guard. OR EDUCATION: Applicants may also qualify on the basis of education as follows: To qualify based on education for the GS-09 level, you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your official transcripts.) OR Combination of Education and Experience: A combination of graduate level education and specialized experience (as described above), that is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please be advised: 1.
