The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

This position is within the Directorate of Identity Intelligence. The selected candidate will be responsible for driving Identity Biometrics Intelligence efforts focused on known or suspected terrorist biometric and biographic information. The selected candidate will work with data from across the Intelligence Community and other sources. The selected candidate will be responsible for ensuring that policies and procedures are applied consistently and accurately to the Terrorist Identities Datamart Environment (TIDE) database, and ensuring the integrity of the data used to populate TIDE with international terrorist identities information. The person in this position is expected to exhibit professional and inclusive behaviors and help create and maintain a positive, professional, and high-performance workplace. Coordinate and contribute to the analysis of images of targets of interest; conduct detailed analysis of media to distinguish characteristics of individuals attempting to disguise their identities, time critical photo alterations, and reconstructive comparisons. Conduct advanced exploitation of images, video, documents, and other forms of captured media. Utilize a variety of biometric tools to conduct image and video editing. Coordinate and contribute to the analysis of numerous, complex, and diverse biometric data sets to provide direct operational, engineering, and analytical support focused on providing fused, integrated biometric intelligence support to TIDE customers and the greater IC. Resolve target identities through the integration of biographic, biometric, contextual and behavioral information. Communicate regularly with internal and external peers and counterparts to collaborate on intelligence issues and conduct initial assessments of the types of information and circumstances that may create opportunities to pursue joint-targeting activities. Assist in setting priorities and driving programs to ensure senior Office of the Director of National Intelligence (ODNI) officials are prepared for policy meetings throughout the Intelligence Community (IC) and US Government (USG). Analyze images of targets of interest; conduct detailed analysis of media to distinguish characteristics of individuals attempting to disguise their identities, time critical photo alterations, and reconstructive comparisons. Conduct advanced exploitation of images, video, documents, and other forms of captured media. Conduct accurate and timely biometric searches; obtain biometric identifiers from foreign partners and law enforcement for the inclusion in TIDE. Analyze numerous, complex, and diverse biometric data sets to provide direct operational, engineering, and analytical support focused on providing fused, integrated biometric intelligence support to TIDE customers and the greater IC.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Thorough knowledge of biometric tools and capabilities within the IC. Thorough knowledge of specific technical characteristics of biometric files to include a comprehensive understanding of thresholds, biometric comparison programs, and specific USG collection systems. Experience in conducting one to one biometric comparisons. Experience performing biometric examination operations. Knowledge of biometric tools and capabilities within the IC. Ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers. Ability to communicate clearly, both orally and in writing. Interpersonal, organizational, and problem-solving skills, including an ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building. Ability to work under pressure with strict deadlines while maintaining a high level of attention to detail. Ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel. EDUCATION/EXPERIENCE: Bachelor's degree in a related field or equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently. Desired Requirements Prior experience working within the TIDE database. Thorough knowledge of traditional and nontraditional information resources, particularly current or projected collection systems and data sources for analysis; basic knowledge of selected analytic tools (link analysis, data integration, geographic information systems). Thorough knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and how these organizations can effectively integrate their terrorist identities analysis capabilities. Ability to apply detailed knowledge of ODNI, IC organizations, and relevant customer organizations or operations, in order to effectively translate their requirements and provide appropriate output or responses to meet customer needs.
