The primary purpose of this position to serve as an investigation and inquiries specialist and senior systems administrator with responsibility for oversight of IG Information Systems & Self-Assessment Systems data bases, specifically, Management Internal Control Toolset, to include developing policy for implementation of such systems across the joint installation.
Duties
Administers MICT pre-inspection and post-inspection activities for 673 Air Base Wing and Joint Base Elmendorf-Richardson.
Controls, administers, and maintains MICT data requirements for the unit/installation.
Serves as a senior technical advisor to management. Formulates plans and ensures development of unit/installation MICT program and associated actions necessary to fulfill internal control requirements of higher headquarters directives and instructions.
Represents the unit/installation in a wide variety of MICT assessment functions at meetings, in working groups, and other situations. Prepares quarterly MICT review schedules for approval and trains new Wing Inspection Team (WIT) members and inspection augmenters recruited from various units in proper policies and procedures for using IG information management systems and MICT.
Plans and executes a wide range of activities for the Wing Commander's Inspection Program (CCIP), and the Exercise and Evaluation Program.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee must meet and maintain training requirements as outlined in applicable DoD and AF regulations.
- Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
- Must be able to obtain and maintain a Special Sensitive clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (Continued)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex inspection and/or compliance principles, concepts, and practices sufficient to conduct inspections, interpret complex policies/regulations, recognize and resolve discrepancies and/or inconsistencies among findings. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis and improvement of program effectiveness or the involvement of complex management processes and systems. Knowledge of Air Force, MAJCOM, and unit/installation organizational structure, operations, and policies; and mission responsibilities of the many diverse organizational entities. Knowledge of Air Force Smart Operations for the 21st Century and leading continuous data-driven process improvement efforts throughout the organization.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcript.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of DoD, Joint, and AF policies, instructions, and regulations directing the management of the unit/installation inspection program and MICT program.
Knowledge of DoD, Joint, and AF policies, instructions, and regulations governing the unit/installation's operations and its comprehensive plans programs.
Knowledge of unit/installation mission requirements, vulnerabilities, operational and computer security policies, inspection program goals and objectives, internal controls, and operations of a wide variety of unit/installation organizations.
Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of MICT and inspection program operations.
Skill in conducting interviews with supervisors, technical specialists, and employees to obtain information about organizational missions, functions, interrelationships, inspection activities, internal controls, and work procedures.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships with others through tact, courtesy and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
