The Chalmers P. Wylie VA ACC is seeking for GS-7 Laboratory Manager position that serves at the Community Based Outpatient Clinic, a part of the Central Ohio Healthcare System's Ambulatory Care Center in Columbus, OH. CBOC lab managers are considered subject matter experts and responsible for the overall day-to-day operation, Veteran and employee health and Safety in the lab.

Duties

FUNCTIONS OR SCOPE OF ASSIGNED DUTIES: The Lab Manager provides quality oversight of staff working in lab performing testing or specimen collection. Oversees safe handling of specimens, chemicals and equipment by all staff and ensure compliance with safety regulations. Provides training to new and assigned staff members. Plans and tracks compliance of continuing education for laboratory staff to meet accreditation requirements. Monitors and provides troubleshooting of key equipment or procedures. Knowledge of Medical Laboratory Technician & Health technician principles, practices, concepts, and theories for sound independent work -Follows established Nursing Service policies and procedures in addition to Laboratory procedures. Coordinates inventory management and supply acquisition. The incumbent works under the general supervision of the Chief of Primary Care, ADPC Nurse and CBOC Nurse Manager, who establishes objectives and department priorities. The incumbent is expected to complete work assignments with relative independence and minimal guidance, personally setting the deadlines for work completions. Employee strives to meet the needs of customers while supporting VA missions. Communicates and treats customers in a courteous, tactful, and respectful manner. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Must be proficient in written and spoken English Education. Candidates must meet the applicable educational requirements for certification. Certification. Candidates must currently possess one of the appropriate certifications as an MLT granted by the following organizations. American Society of Clinical Pathology (ASCP) ASCP, Board of Certification. OR American Medical Technologists. American Medical Technologists. American Association of Bio-analysts. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-06 grade level. GS-07 Assignments. MLTs in this assignment manage a CBOC laboratory and provide oversight for staff performing testing at the outpatient clinic location. They provide quality oversight of testing, advice, training, troubleshooting and quality assessment to ensure accurate testing. They assess ongoing day-to-day compliance with established protocols and guidelines to identify, define and resolve issues associated with complex aspects of the data and problems associated with unique aspects of CBOC testing. CBOC managers work closely with the affiliated ancillary testing coordinator, laboratory director and laboratory manager to ensure quality testing and compliance with laboratory regulations. They implement corrective action when deficiencies are identified and coordinate inventory management and supply acquisition. CBOC managers are considered subject matter experts and responsible for the overall day-to-day operation for the outpatient clinic laboratory. Demonstrated Knowledge, Skills and Abilities. In addition to the experience or education above, the candidate must demonstrate all of the following KSAs: Knowledge of medical technology concepts, principles, practices and methodologies sufficient to perform the full range of maintenance and operation of technical, quality assurance and safety accreditation/testing programs. Knowledge of the types of surveillance to collect data necessary to monitor variables that affect quality of services. Skill in teaching others to use quality control procedures and implement corrective actions. Skill in management/administration, which includes program planning, coordination, communication, consultation, negotiation, problem-solving and monitoring of laboratory programs. Ability to balance administrative and clinical functions in order to coordinate and manage programs and resources. Preferred Experience: Three years of clinical laboratory work experience as a Medical Laboratory Technician (MLT) in a hospital setting with ASCP, AMT, or AAB certification. Three years of medical terminology and laboratory testing knowledge. Three years of experience using computer software applications for data entry and other clerical and administrative duties. One year of experience with quality and inventory management experience for a clinical laboratory department(s). One year of experience with inspections from accrediting/regulatory agencies such as TJC, CAP, FDA, et cetera. Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation and would generally not require a pre-placement examination. The incumbent must be able to perform moderate lifting of 15-44 pounds, straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking 4-8 hours, standing 4-8 hours, kneeling, repeated bending, and use of both arms and legs. Specific visual requirements include vision for both eyes, depth perception, the ability to distinguish colors and shades of colors, and the ability to read ordinary type without strain. The incumbent must have adequate hearing (aids permitted), and the emotional stability and mental stability to deal with stressful situations.
