Duties

Supports the DMC with the planning and execution of unit movements, and management of military convoys for all services moving within or passing through the state. Provides assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM). Coordinates with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements. Provides official estimates of post mobilization transportation capabilities and requirements and disseminates information to appropriate military commands. Collects, evaluates, and monitors information necessary to modify the Strategic and State Highway Network Database to meet DOD movement requirements. Reviews records on the location and type of military, state, and federal transportation assets within the state. Represents the DMC as the alternate representative to the State Emergency Highway Traffic Regulation (EHTR) Center when activated. Assists the DMC in day to day management of the General Services Administration (GSA) Vehicle Fleet as well as assigned Transportation Motor Pool (TMP) assets. Assists the DMC in maintaining, inspecting, and verifying serviceability of Army containers. Presents instruction and assists in training Intermediate Command Unit Movement Officers (IC-UMO’s) and Unit Movement Officers. Conducts visits to active and reserve component installations to coordinate mobilizations, annual trainings, and unit load plans. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Performs other duties as assigned.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is INDEFINITE NTE 24 months, with possible extension up to 60 months, and permanent potential.
  • Incumbent will complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

MILITARY GRADES: E5 through E7 SPECIALIZED EXPERIENCE: At least 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
