What will I do in this position if hired?
In this position, you will serve as a highly experienced Preparedness Assessment Program Specialist who conveys policy and program concepts to technical and non-technical managers and other parties with demonstrated clarity, logic, conciseness, and persuasiveness to obtain the cooperation of others while defending findings to peers and management officials. The incumbent provides senior leadership with program evaluation results that are used in the resource management process for greater program effectiveness. S/he conducts Threat and Hazard Identification and Risk Assessment (THIRA) for FEMA Region 2 and provides technical THIRA assistance at state and local levels.
To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Analyzing qualitative data
Writing technical materials, regulations, or reports
Applying advanced Excel knowledge and experience developing pivot tables and macro; ArcGIS and SharePoint development experience is preferred.
Quality Ranking Factor: In addition to the minimum qualifications described above, candidates possessing the following experience may be ranked higher for this position:
4-year degree in political science, disaster management, international relations, or other related field AND 5+ years of progressive experience in strategic program management related to community organizing and/or disaster risk reduction;
OR
Masters degree in political science, disaster management, international relations, or other related field AND 3+ years of progressive experience in strategic program management related to community organizing and/or disaster risk reduction.
