Locksmith, WG-4804-09 is a position assigned to the Electronics Shop, Engineering Service Line VA Medical Center Columbia, South Carolina. This position receives direct supervision from the Supervisory Electronics Technician with second level supervision from the Maintenance Control Manager. The Incumbent's primary purpose is to perform the full range of tasks associated with repairing, overhauling, modifying, testing, programming, and installing a variety of locking devices.

Duties

Major Duties: The incumbent repairs, overhauls, modifies, tests, programs, maintains, and installs a variety of locking devices found on doors, office furniture, compartments, mobile equipment, vaults, safes and other secured locations. Installs and adjusts a variety of commercially manufactured locking devices including combination locks which are typically installed in such security units as safes, vaults, cabinets, and chests. Installs devices with features such as dual locking capabilities, mechanical and electronic interaction with timing mechanisms, combination locks or actuating mechanisms. Sets up coding systems involving varying types of locks and keyways and uses software systems management, technical manuals to ensure that various keyways are compatible. Refers to building blueprints to determine total number of locks and those that can be keyed alike and uses arithmetic to set up coding system and select the coding system and select the correct size of pins and maintains facility key plans. Repairs a wide variety of commercially manufactured locking devices and installs and maintains specialty lock and key devices to include electronic lock systems. Installs and maintains various types of remote controlled electronic and magnetic lock systems and troubleshoots lockouts in mechanical security systems to determine which components are malfunctioning. Selects the points of least resistance in locking mechanism and drills or burns without harming the contents or destroying locking mechanism or container. Interprets technical manuals and specifications when testing and repairing locking mechanisms and manipulates combination locks and picks key locks. Incumbent machines parts, solders or brazes broken locking parts together, fabricates parts when they are not available in stock, and reshapes parts by grinding and filling. PHYSICAL EFFORT AND WORK CONDITIONS: Work at this level seldom requires lifting or carrying of items weighing in excess of 50 pounds. The locksmith workers frequently stand, stoop, bend, kneel and work in awkward positions when installing and opening locks and emergency exit hardware on-site. Work is normally done inside in areas that are well lighted, heated and ventilated. Occasionally work is done outside in bad weather or in areas that are drafty and poorly lighted. Incumbent works from ladders, scaffolds, and in other elevated areas where falling may be a hazard. Incumbent may be subject to cuts, bruises and burns when using power tools and equipment. Work may be outdoors in inclement weather, subject to noise, dust and fumes related to this trade. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1).
