About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.

Duties

Serves as a Program Analyst for the training and administrative programs within the Directorate of Public Works (DPW), United States Army Garrison West Point (USAG WP). Program Analyst is assigned within the organization to analyze training requirements and approve administrative processes. Coordinates all matters associated with training for the DPW to include certifications for professional, technical and or safety requirements. Performs a variety of analytical and support services in administering personnel and manpower programs. Uses multiple office automation software with varied functions to produce a wide range of documents, and formats. Serves as the reviewer for automated travel system orders for employees. Serves as subject matter expert for the Performance Management and Appraisal Program evaluation system. Maintains employees' work schedules and records daily time and attendance data.

Specialized Experience: One year of specialized experience which includes 1) Providing administrative support in identifying and coordinating training requirements for civilian employees; 2) Conducting analysis of administrative programs; 3) Utilizing automated personnel systems, travel systems, timekeeping data system; and 4) Assisting with providing administrative advisory on performance plans, progress reviews and annual appraisals to supervisors and/or employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration/Business Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
