Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Oil Spill Preparedness Division, Response Research Branch, located in Leonardo, NJ.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. As the Ohmsett Facility Specialist, the incumbent supports the BSEE Ohmsett Manager and the Ohmsett Contractor in the operation, maintenance, repair, and/or modification of the facility. Recommends technical considerations for alteration, conversion, and replacement of building components, structures, and linear structures such as roadways and utility systems.
2. Estimates project schedules by activities, sequence of activities, interdependencies, with methods to manage data such as spreadsheets or visual tools.
3. Advises and monitors the Ohmsett contractor's execution of facility programs and services such as: logistics management for reception, staging, retrieval, preparation and shipment of materials and equipment within the Ohmsett facility boundary and assuring compliance with all certifications, safety, fire prevention, and security requirements.
4. Assures compliance with the Navy-Interior Use Agreement of 2012, as amended, including Navy host command maintenance and operation policies and procedures; advises the Ohmsett Contractor in obtaining work permits.
5. Serves as the primary BSEE representative on site and point of contact for interactions with base and navy host command.
6. Recommends initiatives or actions to management that support timely and effective development and implementation of program goals and objectives in alignment with Bureau and Departmental strategic plans and goals.
7. Serves as Response Research Branch Collateral Safety Duty Officer and serves on the OSPD Safety Committee.
8. Establishes policies and procedures to ensure the necessary PPE is available, training and certification requirements are met, and all evidence is properly tracked and recorded ensuring compliance with Departmental, Bureau and Division Safety requirements.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-11: Step 1: $85,236 - Step 10: $110,803 per annum
GS-12: Step 1: $102,163 - Step 10: $132,807 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you may meet the (1) Educational Requirements OR (2) Specialized Experience for the series to which you are applying.
(1) Education
A. Degree: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

This position requires you to obtain a Contracting Officer Representative's Level II certification within six months of coming on board.
OR
(2) Specialized Experience
GS-12:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Experience developing statements of work, analyzing contract scope, cost, and during, and making change recommendations to the contracting officer; submitting and managing task orders; receiving invoices timely; and providing technical updates to Oil Spill Preparedness Division (OSPD) databases and webpages.
2. Tracking and analyzing proposals and resulting contracts, making changes and recommendations, and monitoring and tracking the status of contracts typical of a large facility.
3. Identifying facility maintenance and operations needs to ensure continuity of operations typical of a large facility.
4. Identification of potential contract types, performing technical evaluations required for funding typical of a government facility.
5. Analytical and communications skills adequate to provide clear, expert advice to senior colleagues, agency officials, and military host personnel on program operations.

GS-11:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Experience in developing statements of work, analyzing contract scope, cost, and duration, and making change recommendations to the contracting officer; submitting and managing task orders; receiving invoices timely.
2. Experience with facility maintenance and operations needs to ensure continuity of operations including tracking proposals and resulting contracts, monitoring changes and recommendations, and monitoring the status of contracts related to facility maintenance and operations.
3. Communications skills adequate to provide clear, expert advice to senior colleagues, agency officials, and military host personnel on program operations.

Applicants can substitute education for specialized experience at the GS-11 level if they meet the criteria described below:
Ph. D. or equivalent doctoral degree OR
Three (3) full of progressively higher-level graduate education leading to such a degree OR
LL.M., if related
