Duties

1. Serves as the wing authority and expert on all matters involving Special Access Program (SAP) Security for one or more major Air Force weapon systems(s). 2. Overseas Special Access program (SAP) and Sensitive Compartmented Information (SCI) Secure Facilities. 3. Oversees the management of all 49th FW SAP physical, and information security requirements. 4. Implements and administers the SAP Personnel Security Program. 5. Administers the Industrial Security Program. Implements and administers the SAP Security Training and Education Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes s applying a wide range of knowledge in a multitude of security disciplines to include SAP disciplines and sensitive compartmented, information (SCI) security concepts, Automated Information Systems (AIS), programs, procedures, and practices to independently evaluate and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices such as physical, information, industrial, personnel, automation, operations security, special access, and sensitive compartmented information. 2. Knowledge of analytical methods for determining and evaluation vulnerability threats. 3. Exceptional skill in oral and written communication in order to prepare detailed, well organized, and complete written analysis and reports, as well as security instructions and security education and training programs. 4. Skill in organizing and prioritizing personal work to meet mission priorities and suspenses, to include skill in developing, analyzing, and evaluating security programs and improving the security program for the installation. 5. Ability to interpret and apply regulations, directives, and instructions and effectively communicate guidance based on proper interpretation of same. 6. Knowledge of the required security training concepts, programs, procedures, and practices to asst managers in establishing and operating internal security programs. Knowledges of weapons systems acquisition, development, and operational security. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSTION ARE: 1. The employee will be required to obtain and maintain current DOD Top Secret Clearance and eligibility for clearance and Top Secret Special Access program (SAP) clearances. Informational and personnel security background checks are mandatory. 2. Experience with DOD Special Access Programs required. 3. Experience as a Special Security Officer (SSO) required. 4. Graduation from DIA SCI Control Officer Course is a condition of continued employment. 5. Incumbent is subject to polygraph examination. 6. Temporary duty travel may exceed 90 days per year and may include international travel to western and on-western countries. 7. The position is designated for drug testing. Physical Demands The work requires regular and recurring physical exertion, such as walking, standing, stooping, and crawling. These duties are performed while conducting inspections in areas such as aircraft hangers. performance of work may take place in areas with limited access spaces, uneven terrain, or construction sites. The work may require some common characteristics and abilities of physical agility an dexterity to work in confined spaces and to move or lift moderately heavy objects. Work Environment The work if performed in areas where there are regular and recurring exposures to moderate discomforts such as high levels of noise from aircraft, temperatures in confined spaces, or adverse weather conditions at construction sites. The employee may be required to use protective clothing or gear such as boots, goggles, gloves, or coats. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
