This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range and Test Facilities Base (MRTFB). to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Performs a variety of construction and maintenance duties, with the use of various types of engineering equipment.

Duties

Operate crawler or pneumatic-tired tractors with cable-controlled power unit and blade attachments to make cuts, fills, road building, clearing of growth, pile earth for bank building, spreading and other general earth moving work. Operate motor graders where grading requirements must be precise but not absolute. Operate asphalt distributor which consists of a 1500-gallon tank mounted on a truck equipped with various special attachments, equipment and controls to apply various types of road asphalt. Operate water tanker distributors with up to 5,000 gallon capacity used with 5- or 10- ton trucks. Operate miscellaneous equipment such as chip spreader to distribute rock chips on road beds or shoulders; self-propelled or towed rollers to roll dirt, roads, etc.

  • This position requires the completion of a pre-employment Physical Examination.
  • Position is subject to random drug testing in accordance with Army Regulation 600-85.
  • May require use of protective clothing or equipment, as authorized by WSMR Safety Office.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster).

Qualifications

Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Engineering Equipment Operator ~ without more than normal supervision. Ability to perform common operating a variety of heavy equipment such as front end loader, graders, backhoes, brush cutters, vacuum and magnetic sweepers, and bulldozers; performing routine maintenance on various heavy equipment; operating utility vehicles; performing routine maintenance on tools; and performing various laboring duties on roads, streets and trails. Work under normal supervision of a work leader who observes tasks in progress and upon completion to make sure they are properly performed - Failure to meet this Screen out Element will result in an ineligible rating. This position has a selective placement factor which must be met prior to employment and for continued employment. You must possess and maintain a valid state Commercial Driver's License (CDL) in one of the 50 states or possessions with appropriate endorsements prior to employment. Physical Effort: Heavy physical effort is used by the operator in constantly reaching, bending, turning while moving hands, arms, feet and legs to handle different sets of controls to operate larger pieces of equipment and attachments. Because of the location of some of the controls and attachments, the operator is frequently required to work in awkward or strained positions. There is the requirement for more frequent adjustments under more adverse operating conditions. Considerable straining is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Working Conditions: Work is performed in all types of weather, often in open driver's seats or platform, on hills, slopes and grades. Exposure to injury exists due to the operation of complicated equipment in difficult circumstances increasing the possibility of injury and equipment overturning.
