This position is located within the Department of Veterans Affairs Debt Management Center (DMC), Support & Special Operations Division (SSOD), within the Office of Finance, Office of Management. The position is responsible for participating in the planning, presentation, and execution of budgeting for the DMC, providing executive leadership with objectively based information to assist with decisions related to financial policy and the administrative and programmatic aspects of agency operations.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/11/2024. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found Here. To qualify for the GS-12 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Applying concepts, principles, practices, laws, and regulations which apply to Federal budgeting;(2) Developing budget presentations for executive leadership as well as other customers; (3) Analyzing, combining, and consolidating budget estimates from numerous lines of business; (4) Evaluating continuous changes in budget program plans and funding; AND (5) Conducting research related to contracting, procurement, resource management law, inter-agency agreements (IAAs), and service level agreements (SLAs). There is no option to substitute education for specialized experience at the GS-12 level. To qualify for the GS-13 To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: I have one year of specialized experience equivalent to at least the GS-12 level or pay band in the Federal service to qualify at the GS-13. Specialized experience is defined as: (1) Applying concepts, principles, practices, laws, and regulations which apply to Federal budgeting; (2) Developing budget presentations for executive leadership as well as other customers; (3) Analyzing, combining, and consolidating budget estimates from numerous lines of business; (4) Applying regulations, policies, directives, and Congressional laws related to unappropriated and appropriated budgeting; (5) Evaluating continuous changes in budget program plans and funding; (6) Conducting research related to contracting, procurement, resource management law, inter-agency agreements (IAAs), and service level agreements (SLAs); AND (7) Analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications to ensure compliance with appropriations law and franchise fund policy. There is no option to substitute education for specialized experience at the GS-12 level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
