Vacancies will be filled in the following specialty areas: Human Capital Office, Office of Human Resource Strategy, Enterprise Talent Development
The following are the duties of this position at the full working level.
Analyzes strategic business objectives and develops, recommends, and implements learning approaches to meet organizational priorities. Prepares recommendations and implements project plans to meet long and short-range business goals.
Assesses the impact of new programs and legislative changes on existing products, services, and resources. Presents findings through consolidated status reports, oral presentations, memoranda, and other documents as required. Recommends to management those learning approaches that resolve gaps.
Creates innovative methods/products/services in areas where traditional methods have been ineffective or are not applicable. Stays current with state-of-the-art developments, trends, and outlooks in adult learning.
Analyzes, plans, organizes, reviews, revises, evaluates, and provides technical direction on computer based training and on-line help components of performance support systems. Completes performance support systems analyses for projects in occupational or administrative subject matter areas, and develops prototypes and other novel performance support tools. Negotiates with all levels of management regionally and nationally to secure resources for each project. Provides technical oversight, direction and guidance to team members assigned to interactive media development projects. Provides input to supervisor on team member performance.
Determines sources of information, suitability and educational adequacy of materials and methods; analyzes previous course evaluations and determines the best methods of presentation for the complete course/module.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13:To be minimally qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. Specialized experience includes: Applying expert level knowledge of learning and education concepts and practices to perform all aspects of training delivery and providing advice and support to facilitate employee development; experience utilizing instructional methods to advise others in training delivery preparation such as computer tools used (e.g., in a classroom, webcam, Centra, Skype, or equivalent), presentation tools (e.g., visual aids, PowerPoint or equivalent), and presentation techniques; experience applying oral and written communication techniques to present and deliver instruction to various audiences; experience utilizing ELMS/ITMS or other automated personnel education/training system to document training. Experience utilizing analytical and evaluative techniques sufficient to identify, evaluate, and make recommendations to resolve complex problems identified from course feedback such as course delivery, technology problems, and assisting other team members with issues related to training. Your experience should demonstrate a high level of effective customer service experience and resolving conflict (such as team building exercises and negotiating solutions for customers and team members).
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
