About the Position: Serves as advisor on economic matters for water resource programs and projects with a focus on the Navigation business line. Carries out specialized assignments involving challenging conditions, novel problems, sensitive or controversial issues.
Duties
Serves as advisor on economic matters for water resource programs and projects with a focus on the Navigation business line.
Advises on applicable methods, proper assumptions, raised issues or concerns, and resolutions.
Interprets and predicts current and future economic conditions.
Coordinates workstream processes and quality control of deliverables with team members.
Recommend solutions to problems that may involve administrative and technical changes.
Recommend solutions to problems that may involve administrative and technical changes.
Utilizes computer modeling software in the preparation and analysis of interpretive reports.
Evaluates and responds to questions resulting from technical review comments.
Conducts traditional navigation studies involving the examination of program and project life-cycle cost-effectiveness.
Reviews economic evaluations prepared by other economists to ensure policy compliance and technical accuracy.

Basic Requirement for Economist:A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: Develop and maintain deep draft navigation economic data and models, including the Corps certified HarborSym model and the Container Modeling Suite of Tools, to conduct navigation systems economics analyses.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
