The primary purpose of this position is to appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions pertaining to Non-Appropriated Fund (NAF) Human Resources (HR). Serves as Chief, Human Resources Office in planning, administering, supervising (less than 25 percent of the time), providing HR management advisory services and performing technical functions involving NAF personnel programs.

Duties

Serve as an advisor to Force Support management regarding the Non-Appropriated Fund (NAF) Human Resources (HR) programs. Develop innovated ideas and programs as the NAF Human Resources Office installation environment changes (flexible and resilient). Exercise full NAF classification authority and provides expert advice and guidance to managers/supervisors on identifying significant job changes, differences between major and minor duties, organizational structuring, and sound position management practices. Develop plans to ensure recruitment and placement services/programs are responsive to the needs of Force Support organizations. Provides advice to management on internal and external recruitment programs. Responsible for NAF HR personnel specific training to include customer service and NAF HR Supervisor/Manager Course.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Administrative & Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes performing position classification, recruitment and placement, and employee relations functions; conducting detailed planning to gather and interpret information and data for assessing a variety of human resources problems, issues and circumstances and reviewing and evaluating serious or sensitive misconduct and disciplinary cases to determine a suitable course of action involving personnel programs to include but not limited non-appropriated fund. OR EDUCATION: Threefull years of progressively higher-level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M in photography, radio or television production, motion picture production, or other fields related to the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. Knowledge of laws, regulations, policies, practices, and procedures covering human resources programs involving classification and position management, recruitment and staffing, employee-management relations, equal employment opportunity, and employee development and training to appoint, classify, promote, reassign, discipline, demote, detail, compensate, separate, or effect other related personnel and position transactions. 2. Knowledge of a wide range of human resources concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated HR problems and issues. 3. Knowledge of automated personnel data systems to ensure accuracy and timeliness in processing of various personnel actions and generate automated products/documents. 4. Skill in applying analytical and diagnostic techniques and quantitative and qualitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to solve a variety of problems and issues. 5. Ability to maintain good working relationships and gain support for human resources program goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
