The incumbent will serve as the Supervisory Mineral Resource Specialist and Assistant Field Manager (AFM) for the Division of Minerals in the North Dakota Field Office (NDFO). This position is located in Dickinson, ND. Duties

Performs a variety of duties including, but not limited to, the following: Ensures programs are carried out in accordance with regulations, Bureau manuals and Instruction Memoranda. Provides guidance and oversight to ensure the proper review of fluid mineral applications, geophysical applications, accountability and verification of production, correction of violations, bonding applications and terminations. Reviews all aspects of inspection and enforcement functions to ensure proper lease management including production accountability, site security, environmental safeguards and the safety of personnel and operations for Federal and Tribal minerals. Reviews all aspects of the oil and gas program to ensure the Bureau's Indian trust responsibilities are fulfilled. Develops and maintains a program of conservation, protection, and management of the public's natural resources, and maintaining a multiple-use concept to produce sustained yield products and services. Prepares, coordinates, and conducts formal technical training and conferences. Provides input into the Field Office budget planning process to ensure the needs of all programs supervised by this position are fully considered in the annual work plan (AWP) submissions. Supervises the Division of Mineral Resources staff , which consists of support specialists and technical professional specialists in such disciplines as petroleum engineering, physical and environmental sciences, and oil and gas compliance programs.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Worked as a lead Natural Resources Specialist, Petroleum Engineer, or Geologist directing, overseeing, and advising on mineral resources programs, drilling and production operations; and analyzed, evaluated and resolved a wide variety of complex problems related to oil and gas development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Principally the work is sedentary and occurs in an office setting. The work may occasionally require strenuous field duties associated with mineral work. Temperature extremes vary from 100 degrees Fahrenheit in the summer to -30 degrees Fahrenheit in the winter. Incumbent may be required to walk into road-less areas or areas inaccessible to vehicle travel. The incumbent may be involved with collecting samples, studying production operations, and/or carrying equipment weighing less than 50 pounds Work Environment: Work is in three principal settings: a) office, b) travel to isolated locations, and c) inspection sites where protective clothing and safety precautions are required, subject to work around heavy construction equipment, drilling rigs, and dust. Office work is subject to stressful situations changing priorities, and short deadlines. Field work may include walking and driving motor vehicles over rough terrain in all kinds of weather ranging from below freezing to 100° F. There will be travel and time spent away from the Field Office to attend training and/or coordination meetings.

Education

Applicants must meet basic Office of Personnel Management (OPM) Qualification Standard's requirements of the scientific discipline necessary to perform the duties and responsibilities of the position. This is an interdisciplinary position and may be filled in any of the job series listed below.

BASIC REQUIREMENTS:

Natural Resources Specialist - 0401 Series:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR-
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


Petroleum Engineer - 0881 Series
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR-

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Geologist - 1350 Series
A. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography. -OR-
B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
