This position is part of the Office of the Inspector General, Department of Energy in the in the Office of Audits. As a Auditor (Performance), you will support the Director in the daily operations of the office and keeps the Director informed and current on the status of all open audits and projects and otherwise serves as an advocate for proper and full oversight of all audits.
Duties
The selectee performs systematic examination and appraisal of financial and non-financial records, reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of programs and activities carried out by the DOE program offices, laboratories, field and site offices, power administrations, contractors, subcontractors, grantees, state and local governments, and affiliated entities.
You will:
Serve as a member of an audit team ensuring audit readiness and compliance across the activity. Audit objectives can vary to include program effectiveness and results, internal controls, compliance, and prospective analysis.
Plan, conduct, and report on segments of large and complex audits. Audits typically consists of segments (e.g., a program within a DOE activity/entity, or review several DOE facility contractors for a particular function/area such as security, pensions, etc.
Reviews/examines other records and documentation necessary to complete audit assignments and answer objective of the audits. Prepares written documentation in the form of workpapers, memorandum, and reports, outlining the scope and nature of the audit work performed and pointing out discrepancies, errors, and irregularities.
Requirements

- Must obtain and maintain a Q security clearance.
- The position is a Drug Testing Designated position and is subject to preemployment and random drug testing.
- Will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
Qualifications
Individual Occupational Requirement/Positive Education requirement (Auditing series 0511):
Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting;
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A. Certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
OR
B. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Equivalent combination of education and experience are qualifying for this grade level.
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-12: Have at least one year of specialized Auditor (Performance) experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service providing systematic examination and appraisal of financial and non-financial records, reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of programs and activities Specific work experience must demonstrate the following: 1) Provide professional knowledge of accounting and auditing necessary to conduct very broad audit assignments requiring an integrated analysis of several different operational programs and accounting systems; 2) Utilize precedents and established techniques to resolve a variety of conventional problems, issues, or conditions to audit the effectiveness of programs; and 3) Conduct complete performance audits of organizations and/or programs having financial responsibilities diverse and complex enough to involve specialized accounting systems including subordinate, subsidiary, and affiliate accounting systems.
GS-11: Have at least one year of specialized Auditor (Performance) experience equivalent to the GS-09 grade level or equivalent pay band in the Federal service providing systematic examination and appraisal of financial and non-financial records, reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of programs and activities Specific work experience must demonstrate the following: 1) Provide professional knowledge of accounting and auditing necessary to conduct routine audit assignments requiring an integrated analysis of several different operational programs and accounting systems; 2) Review or examine records and documentation to complete audit assignment{s} and answer objective of the audit; and 3) Assist in completing performance audits of organizations and/or programs having financial responsibilities diverse and complex enough to involve specialized accounting systems including subordinate, subsidiary, and affiliate accounting systems.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (minimally qualified).
