This position is located in the Engineering Service - Castle Point and Montrose - Franklin Delano Roosevelt Hospital VAMC. The Electronics Technician is responsible for converting theoretical ideas of engineers into practical approaches for the modification or development of units or electronic devices in support of complex electronic systems; testing, repairing, installing, and maintaining equipment; and serves as a Contracting Officer Representative (COR).

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but not limited to: Ensures the working condition of computer and computer support equipment for the facility; Maintains, troubleshoots, and repairs computer equipment; Assists in the acquisition of new computer and communication equipment; Performs tests on computer equipment using diagnostic software; identify and rectifies improper environmental conditions for computer equipment; designs, constructing, and/or testing any specialized electronic equipment used to expand the capabilities of computers; Advises users in the proper care of computer equipment and assisting Electronic Engineering Section staff in the repair and maintenance of computer based medical equipment; Maintains and installing non-medical and limited medical equipment and systems throughout the facility and the Community Based Outpatient Clinics (CBOC); Serves as a contracting officer representative for various contracts affecting the section; Develops and designs modification to equipment to improve efficiency; Assists in the development of preventative maintenance procedures and determines the frequency of inspection by utilizing approved VA publications, circulars, manufactures recommendations, and NFPA standards; Calibrates and performs entire complex entire complex interconnected PC systems and subsystems; Initiates, maintains and reviews inventories in order to produce a list of needed parts and to ensure a constant supply of commonly used parts are available; Provides supervisor with the proper purchasing information from manufactures listing of parts or other sources that are more economically or easily procured to reduce repair costs and minimize downtime; Provides the supervisor with information regarding the quality of vendor contracted services; Advises the supervisor as to the placement and utility requirements of new equipment to insure proper installation; Reviews technical publications provided by organizations that develop technical standards, codes, hazard reports to monitor impact on the medical center and its related equipment; Ensures that industry and VA accepted repair practices are utilized at all times in all facets of technical interaction with electronic equipment to insure safe and accurate device operation by utilizing published and observed good manufacturing and repair practices; Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Qualifications: To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: Applicants must possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-10) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Electronics Technician. Specialized experience includes: (1) Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. (2) Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. NOTE:Experience must be fullydocumented on your resume and must include job title, duties, monthand year start/end datesAND hours worked per week. OR Education Substitution: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 academic years of progressively higher-level graduate education, that is directly related to the work of the Electronics Technician position, such as electrical engineering, electronics engineering, or electronics technology.NOTE:Transcripts (unofficial or official) must be submitted with your application materials. OR Combination of Specialized Experience and Education: Equivalent combinations of successfully completed graduate level education (beyond master's degree) and specialized experience, as described above. You will be rated on the following Competencies for this position: Computers and ElectronicsElectronicsElectronics EngineeringTroubleshooting (Electronic Equipment) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work includes recurring lifting of light to moderately heavy items weighing less than 50 pounds. Work involves electricity that could lead to shock.
