Duties

This Supervisory Transportation Security Specialist position is located Security Operations (SO), Compliance (COMP), MIA ROC, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Oversees the conduct of airport assessments, air carrier inspections, and cargo inspections to identify vulnerabilities to aviation security. Tracks vulnerabilities at high-risk airports to monitor progress and work with the ROC's Manager and TSA Representative to develop mitigation strategies. Develops visit schedules in accordance with the TSA risk methodology. Prepares and/or oversee the preparation of airport assessment and air carrier inspection reports, in- depth briefing papers, speeches, issue papers, discussion points, memoranda, and other documents. Conducts briefings for senior leadership in TSA and DHS officials that address implementation of the international transportation security policies and procedures, complex and potentially controversial international transportation security initiatives, and issues that may substantially impact key programs and TSA strategic goals and objectives. Provides analysis of international aviation security standards programs and issues. Serves as a consultant in advising leadership on policy developments and actions for international aviation security and cargo operations. Collaborating with foreign governments to implement changes in aviation security measures to mitigate vulnerabilities and/or meet TSA standards. Supervisory/managerial responsibilities include strategic planning: communicating the organization's vision and objectives; setting priorities: assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, managers, and employees: coaching and developing staff and assessing and developing organizational capabilities: approving leave; and taking or approving corrective/disciplinary action as appropriate with concurrence of senior staff. Emergency Essential Position: This position is designated as an Emergency Essential (EE) position. This designation requires the employee to remain in a duty status if an emergency arises.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Experience conducting airport assessments and air carrier inspections to identify vulnerabilities to aviation security; and Experience providing oversight of aviation security projects and programs; and Experience preparing and reviewing airport assessment and air carrier inspection reports and briefing and/or advising senior leadership. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
