You will serve as a Manpower Manager and Deployment Coordinator in the Manpower Management Branch, Administration Department of FLEET READINESS CENTER NORTHWEST.

Duties

You will provide management support for all facets of the Sea Operational Detachment (SEAOPDET) and P3 Operational Detachment (P3OPDET) components. You will coordinate all administrative and records requirements for deploying personnel working closely with Personnel Support Detachments (PERSUPPDET), the medical/dental treatment facilities, and supported ships, squadrons, and activities. You will track Projected Rotation (PRD) and End of Active Obligated Service (EAOS) dates of assigned personnel to ensure assigned personnel have adequate time onboard to complete deployment requirements. You will oversee the personnel receipt/transfer process, ensuring all administrative, special duty screening, and reporting requirements are accurately and promptly adhered to and tracked. You will develop and maintain manual and/or electronic organizational roster board for each UIC per the Naval Aviation Maintenance Program (NAMP). You will lead Personnel Section in collaboration with the Admin Leading Chief Petty Officer, including planning the work to be accomplished by subordinates who perform at varied levels ranging from E1 to E5 (equivalent GS-1 to GS-5). You will plan and assign work based on priorities as well as consideration of the difficulty and requirements of the assignments as compared with member’s capabilities. You will define goals, determine technical objectives and priorities, establish performance standards, staff scheduling and evaluate staff performance accordingly, and provide guidance and direction in support of branch and command tasking. You will plan, schedule, direct and coordinate the full range of service functions of the Command Personnel Section. You will supervise seven assigned military personnel ranging in grades E1-E5, prioritizing workload for self and subordinates meeting deadlines relative to overall project scheduling. You will perform organizational and/or manpower utilization studies on a limited scale in a stable environment to identify and develop improvements in the efficiency of manpower management methods. You will develop statistical and narrative data to justify work unit reorganization or positional restructuring as a more productive or efficient use of personnel resources.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing manpower utilization and providing administrative services (e.g. training, assignments, records, PCS orders) for an organization to identify and advise on workforce planning issues and develop recommendations to ensure personnel readiness and efficient program operations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

A combination of experience and graduate education as described above that equates to one year of experience.
