This position is located in an Area Office in USDA/Rural Development (RD). The incumbent approves and services loans for small (one to four family) residential dwellings.
Remote/Virtual: No. The selectee will report to a USDA-RD office in their current location, as available
Duties
Reviews loan applications for completeness and conformance with all RD requirements on program applications.
Analyzes and inputs data into appropriate automated database systems.
Analyzes financial and credit data documents to make sound eligibility, feasibility, and credit-worthiness determinations.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
GS09: Applicants must meet 1 year of specialized experience equivalent to at least the GS-07; or it's non-federal equivalent that demonstrates: Knowledge and understanding of mortgage loan making/ servicing and credit principles and practices in order to access the fundamental soundness of single family housing loans and to independently examine applications, supporting documents and credit reports and maintain servicing activities on small mortgage loans. Experience may have been gained in work equivalent to furnishing information to borrowers and applicants on loan programs, eligibility requirements, financial and credit requirements; analyzing information provided by loan applicants, determining eligibility for mortgage loans and making loan recommendations to a senior employee; assisting senior level employees in initiating action to graduate borrowers who are eligible for other credit sources and participating in providing credit counseling to all borrowers and debt adjustment services. OR Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. OR a combination of education as described and specialized experience.
GS11: Applicants must meet 1 year of specialized experience equivalent to at least the GS-09; or it's non-federal equivalent that demonstrates: Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules and regulations pertaining to credit; experience in reviewing and evaluating loan and/ or grant applications to determine eligibility and the approval/ disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations directives etc. and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs. OR Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related OR a combination of education as described and specialized experience.
