Duties

WHAT IS THE PGLD- PRIVACY, GOVERNMENT LIAISON AND DISCLOSUREDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Privacy, Governmental Liaison and Disclosure (PGLD) Governmental Liaison, Disclosure and Safeguards (GLDS), Governmental Liaison The following are the duties of this position at the full working level. Formulates and implements a comprehensive plan to carry out Governmental Liaison initiatives. Adapts Governmental Liaison initiatives to assigned state's missions, priorities, and resources to accomplish program objectives. Evaluates the effectiveness of ongoing initiatives in achieving Servicewide goals, and identifies and implements changes needed to improve program effectiveness, and/or communicates needed modifications to responsible functions. Serves as primary government intake point for IRS and manages issues from state and municipal partners on IRS policy-related issues, in multiple and large states, which address technical and complex issues that cross all of the IRS Business Operating Divisions (BODs). Plans and carries out feasibility, cost, and other types of comprehensive analytical and evaluative studies of current and contemplated Governmental Liaison operations to ensure accomplishment of the Service's goals. Communicating and promoting Federal and state initiatives such as Joint Operations Center, Federal Emergency Management Agency (FEMA) disaster efforts, as well as private industry initiatives such as Security Summit and Information Sharing Analysis Center agreements to combat fraudulent refund and identity theft crime. Develops and implements annual marketing/program plans that complements Governmental Liaison initiatives. Such plan components include business plan objectives; marketing and communication strategies; and action plans to accomplish program goals. Also included are integrating, marketing, and communicating key IRS corporate messages and Privacy, Governmental Liaison and Disclosure (PGLD) business plan priorities. Identifies complex systemic issues that negatively affect IRS and/or states and facilitates multifunctional coordination designed to resolve problems/concerns; examples include Federal Unemployment Tax Account and State Unemployment Tax Agency issues, Social Security Administration benefit and income statements, and data extract issues. Serves as a resource for other operating divisions on difficult, complex or unique issues, such as those involving multifunctional relationships among programs, agencies, organizations, or similar entities. Develops Governmental Liaison business template and proposes successful local and state initiatives for nationwide implementation as best practices; examples include Transfer Pricing Training, Electronic Records Training, and Excise Fuel Tax Joint coordination. Serves as a subject matter expert (SME) and leads teams on Memo of Understanding (MOU) Review projects and other GL activities that generate measurable nationwide impact and measurable results. Also proposes successful local initiatives for nationwide implementation.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with leading major program assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex programs or studies broad in scope and magnitude. Experience and application, of a wide range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned program or study; Experience with principles and processes to perform program duties and to effectively coordinate and integrate program objectives and recommendations with key line and/or staff functions of the Service, and experience communicating effectively both orally and in writing. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
