You will serve as a PURCHASING AGENT in the OPERATIONS DEPARTMENT of COMMANDER, NAVY REGION NORTHWEST.

Duties

You will screen assigned procurement requests to determine availability, certification of funding, or completeness of information. You will advise customers of product characteristics (e.g., available sizes, quantities, brand names, packaging, or other characteristics) to identify sources of supply. You will procure supplies or services through the use of the government purchase card. You will conduct market research of specialized and commercial supply requirements to comply with military and federal specifications.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using solicitation and purchase procedures to make competitive open market purchases of items; 2) Advising customers of product characteristics such as available sizes, brand names, packaging, sources of supply and common quality measures; 3) Applying regulations and procedures to purchase hazardous materials; 4) Maintaining inventory control system for accountability of items purchased and dispersed; and 5) Reviewing purchase request to ensure they are meet standards of Government Purchase Card program.
