This position is in the Health Information Management (HIM) Section of the Health Administration Service (HAS) Service Line at VA Puget Sound Health Care System. MRTs HIT perform incomplete health record analysis. They review, analyze, abstract, maintain, extract, and compile information from the health record. MRTs HIT check for accuracy, completeness, and timeliness of the health record and monitor and report for regulatory compliance.

Duties

Duties include, but are not limited to: Provides effective audits and monitors for all areas of responsibility, ensuring that accurate and timely data is processed by all employees. Develops performance standards and conducts performance evaluations. Develops and conducts competency assessments. Responsible for carrying out established personnel functions and practices. Evaluates the performance of subordinate staff, approves sick and annual leave requests, identifies educational or training needs, resolves employee complaints and takes disciplinary actions, when necessary. Prepares formal requests and recommendations for promotions, reassignments, other status changes, or recognition of outstanding performance of assigned employees. Make decisions on the selection of employees for vacant or new positions. Receives formal grievances, resolving those that can be resolved by the first level supervisor. Takes disciplinary action as deemed necessary and proposes to higher authority specific disciplinary action. Monitors workload and production of staff, taking action where necessary to meet deadlines, monitors/evaluate performance and ensures accuracy of work completed. Ensures that the work of staff is at an appropriate quality and productivity level. Serves as subject matter expert in health record content and documentation requirements. Responsible for performing quantitative and qualitative reviews of the health record documentation. Reviews records for adherence with CMS guidelines related to student, resident supervision and attending physician presence and documentation. Maintains a control system to ensure completion of all inpatient and outpatient records in accordance with VA, The Joint Commission, CMS and other regulatory agencies standards. Reviews health records to ensure that all records contain sufficient information to meet medical/legal requirements, to ensure continuity of patient care, and to support education and research needs. Performs the quantitative and qualitative analysis on both computer and paper-based health records. Identifies health record deficiencies, tracks deficiencies and ensures that the appropriate individual completes their deficiencies. Responsible for expediting the completion of the health record when the patient is transferred for care at another medical center, for legal requests, regulatory agencies review, and reimbursement purposes. Tracks electronic signatures and documents deficiencies and communicates these deficiencies to clinical staff for correction. Preforms analytical tasks associated with the resolution of "filing" errors on reports uploaded by a transcription vendor. Identifies reviews, verifies, and corrects all statistical data concerning medical transcription to maintain accuracy of medical and statistical reports. Reviews health records for adherence with guidelines related to resident supervision and attending physician presence. Works with interdisciplinary staff to solve problems regarding proper health record documentation and completion. Facilitates unit processes by working in collaboration with employees to ensure that tasks are completed, that good working relationships among staff members and with management are maintained, and that team priorities and goals, needs, and achievements are coordinated with management. Performs supervisory functions over MRT (HIT) positions. Provides guidance and technical direction necessary for accomplishing the work of the unit. Serves as HIT Supervisor, ensuring the work assignments of employees in the unit are carried out. Distributes and balances workload and tasks among employees. Assures the timely completion of work assigned to employees. Ensures the organization's "vision" is integrated into the unit's goals, strategies, activity plans, and work products. Ensures employees participate in both short-term and long­-term planning stages of unit projects. Develops and compiles written reports trending provider specific, service, and hospital compliance reports regarding admission subsequent and discharge notes. Obtains statistical information, applies statistical formulas, and completes statistical reports for medical center management. Prepares weekly and monthly reports noting the status of all incomplete/delinquent health records and submits the reports to the appropriate administrative and clinical staff. Identifies and abstracts information from health records for special studies and audits both internal and external. Monitors the status and progress of work and makes adjustments in accordance with established priorities. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) English Language Proficiency. MRTs HIT must be proficient in spoken and written English, as required by 38 U.S.C. 7403(f). Experience and Education. Experience. One year of creditable experience that indicates knowledge of medical terminology, anatomy, physiology, and a general understanding of health records. Six months of the required one year of creditable experience must have provided the knowledge, skills, and abilities (KSAs) needed to perform MRT HIT work. OR, Education. An associate's degree from an accredited college or university recognized by the U.S. Department of Education, with a major field of study in health information technology/health information management, or a related degree with a minimum of 12 semester hours in health information technology/health information management (e.g., courses in medical terminology, anatomy, physiology, legal aspects of health care, and introduction to health records). OR, Experience/Education Combination. Equivalent combinations of creditable experience and education are qualifying towards meeting basic experience requirements. The following educational/training substitutions are appropriate for combining education and creditable experience: (a) Six months of creditable experience that indicates knowledge of medical terminology, privacy and release of information, the health record, and one year above high school with a minimum of six semester hours of health information technology/health information management. (b) Six months of creditable experience that indicates knowledge of medical terminology, privacy and release of information, the health record, and successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the U.S. Armed Forces or the U.S. Maritime Service, under close medical and professional supervision, may be substituted on a month-for-month basis for up to six months of experience, provided the training program included courses in anatomy, physiology, and health record techniques and procedures. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Medical Records Technician (HIT), GS-8 Experience. One year of experience equivalent to the next lower grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: (a) Knowledge of operational tasks including record completion, discharge analysis, and abstracting health records, in accordance with facility accreditation, procedures, and regulatory policies. (b) Ability to provide expert technical guidance in health record content and documentation requirements. (c) Skill in utilizing various software and computer applications to generate and analyze various reports. (d) Ability to coordinate and provide staff development and training. (e) Ability to coordinate tasks and collaborate with individuals outside the work area and at higher organizational levels. (f) Ability to provide the full range of supervisory duties, to include assignment of work, performance evaluation, selection of staff, and recommendation of awards, advancements, and disciplinary actions, when appropriate. Physical Requirements: Light lifting and carrying (under 15 lbs.), reaching above shoulder, use of fingers, both hands, hearing (aid may be permitted), and the ability to see to read materials.
