This is a temporary promotion/detail that does not exceed one (1) year but can be extended up to five (5) years maximum total.
Duties
Responsible to ensure work activities are completed according to the approved project plan or permit.
Interprets and provides advice and guidance to project workers and stakeholders on applicable Bureau laws, regulations, policies and procedures.
Controls and manages project milestones and budgets from planning through construction and initial operations.
Responsible for planning/executing/managing the environmental review, permitting, and construction phases of highly complex, controversial, and nationally significant minerals, realty, rights-of-way, and other related land management projects.
Responsible for identifying the appropriate interdisciplinary skill sets of employees or contractors necessary to perform project activities and coordinating with other Federal Agencies.

Qualifications
Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
To qualify for temporary promotion to GS-13:One year of specialized experience equivalent in difficulty and complexity to the next lower grade (GS-12). Examples of specialized experience may include: demonstrated knowledge and accomplishment of project assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations. You must also demonstrate a knowledge of the range of laws, policies, regulations, and precedents applicable to the segment(s) of BLM's program affected by the assigned project or study; knowledge of management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations and the ability to communicate effectively both orally and in writing.
To qualify for detail:
There are no qualification requirements. Applicants must have related experience which demonstrates the ability to perform the duties of the position. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. BLM employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.If you are a current BLM employee in the General Schedule (GS) pay plan and applying for a temporary promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
Physical Demands: The work is mostly sedentary but occasionally involves field travel that may require driving a four-wheel vehicle on rough roads and walking and climbing on steep rugged terrain, stooping and bending to examine boundary and property delineations. The position requires operating a government motor vehicle as an incidental driver.
Work Environment: The work is usually performed in a normal office setting, but may occasionally involve working remotely and traveling. The work may on occasion expose the incumbent to extreme temperatures in outdoor settings or hazardous conditions involving steep terrain or large equipment.
Education
There is no substitution of education for experience at this grade level.
