This position is located in Harrisonburg, VA- Community Programs in USDA/Rural Development (RD). The incumbent has responsibility for making and servicing loans/grants for selected loans and grants for rural facilities, utilities, and/or businesses.
NOTE: THIS POSITION IS NOT REMOTE OR VIRTUAL.THE EMPLOYEE WILL BE EXPECTED TO REPORT IN PERSON TO THE ASSIGNED DUTY LOCATION.
Duties
Reviews and analyzes preapplications, applications and all supporting documents to determine loan or grant eligibility and inputs data into appropriate automated database system.
Analyzes financial and credit data documents to make sound eligibility, feasibility, and credit-worthiness determinations and takes appropriate action for orderly processing of the loan and/or grant.
Reviews file for completeness and compliance with all prescribed regulations and practices before loan closing; prepares draft loan closing documents for review as appropriate; reviews documents with the applicant at the time of loan approval.
Analyzes annual financial statements and reports on closed loans. Conducts security reviews on rural utility, community facility, and business projects. Reviews financial records to recommend loans for graduation and/or refinancing.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, time in grade, and/or education, as defined below.
GS-9 level: Applicants must have 1 year of specialized experience equivalent to at least the GS- 07; or its non-Federal equivalent that demonstrate experience assisting higher graded specialists with loan underwriting, for example, experience processing single family loans up to the point of final approval by a specialist with loan approval authority, i.e., examining applications, credit reports and other supporting documents; or assisting loan specialists with servicing activities on commercial loans for small projects,
OR Masters or equivalent graduate degree in a related field (see link below), OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related. Equivalent combination of experience and education are qualifying at this grade level.
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
