Duties
You will advise technical representatives on anticipated procurement requirements.
You will develop contractual strategy used and develop the procurement plan considering a wide variety of pertinent issues such as funding, the results of market analysis concerning number and competence of sources and delivery requirements.
You will perform all contractual pre-award functions, and determine the need for clauses to cover special conditions, such as inspection and acceptance, liquidated damages and government furnished equipment/property.
You will analyze and evaluates cost and pricing data to determine cost or price reasonableness, and analyze contractor proposals to determine reasonableness, allowability, and allocability of costs.
You will negotiate changes in price(s), terms and conditions, overhead rate agreements due to contract modifications, supplementary agreements, settlements from change orders due to defective specifications, changed site condition(s), etc.
You will resolve requests for equitable adjustments, claims, and disputes., and analyze entitlement and quantity issues.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing contractual procurement and administration services with responsibility for Pre-Award and Post-Award functions (e.g., cost analysis, negotiations and administration of services, materials and equipment) associated with a diverse contracting operation involving foreign countries.
