This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This IT Specialist (INFOSEC) position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, Project Manager Cyber and Space Product Manager, IW Cyber Development, located at Hanover, Maryland.
Duties
Serves as a senior Cybersecurity Manager and technical expert with assigned responsibility for cybersecurity matters within the command.
Performs oversight reviews to monitor program implementation and practices in meeting the cybersecurity requirements.
Work efforts must be coordinated and integrated with the Product Mangers, Product Directors and other technical and functional areas of the organization.
Leads high-level Integrated Product Teams (IPTs) to implement the cybersecurity directives.
Oversees and coordinates work through Information Assurance Security Officer/Risk Assessment Teams to ensure that the required cybersecurity objectives are met.
Provides guidance on the required authorization process and procedures, and appropriate Information Technology (IT) security measures required by the systems.
Provides Information Systems Security Engineers, Information Systems Security Managers and Program ISSM with support in terms of investigating and resolving Cybersecurity issues or discrepancies.
Takes any steps that may be necessary to ensure timely authorization of the program portfolio systems. Maintains database of system accreditation status, develops reports, and alerts system proponents when authorization documentation must be updated.
Provides or coordinate the Cybersecurity Engineering efforts and support to the required Assessment and Authorization (A and A) process for various network requirements.
Plans and coordinates for gathering information necessary to validate system security accreditations and to validate functioning security measures.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Foundational certification in the Acquisition Career Field Engineering and Technical Management within 36 months of entrance on duty.
- Selectee must be able to obtain and maintain a Top Secret security clearance.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Business travel required up to 25% of the time.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This is a Key position and the incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- This position requires Information Assurance Management (IAM) Level III certification or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoD 8570.1m.

Specialized Experience: One year of specialized experience is defined as: 1) Interpreting Authorizing Official requirements to obtain Authority to Operate Offensive Cyber systems; 2) Understanding Cybersecurity policies and technical depth sufficient to review software architectures needed to plan bodies of evidence, plans of action and milestones, and other documentation necessary to maintain a safe and secure offensive cyber platform; and 3) Briefing stakeholders to provide advice on decisions and interpret Cybersecurity guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
