The position is located in the Bureau of the Fiscal Service; Executive Director, Administration Resource Center; Assistant Managing Director, Service Delivery; Division of Procurement Services (DPS); Branch as Assigned.
Duties
As a Supervisory Contract Specialist (Supervisory Contracting Officer), you will:
Ensure the organization's strategic plan, mission, vision and values are communicated to employees and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Supervise the team in assessing its strengths and weaknesses and providing leadership to the team in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes and procedures).
Assess the capabilities and strengths of subordinates and ensure that work is assigned based on organizational priorities, employee capabilities, and level of difficulty of the work.
Provide advice and counsel to employees on procurement, other personnel issues and administrative matters on a routine basis.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
You must hold a certificate in either the legacy FAC-C Level III in Federal Acquisition in Contracting (FAC-C), or FAC-C Professional, or Department of Defense (DoD) Contracting Professional.
Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes serving as a warranted Contracting Officer providing advice, guidance, and training to others throughout all aspects of contracting transactions from initiation through closeout of the contract.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
Education
Individual Occupational Requirements
Basic requirements for the GS-13 is as follows:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
