This position with USAFMCOM is located at Fort Buchanan, Puerto Rico This announcement will be used to fill positions with an entry grade of GS-8, or GS-7 with a target grade of GS-8.

Duties

Serves as a Lead Military Pay Technician responsible for providing instructions, distributing and balancing the workload of three or more employees who perform such work as processing a wide variety of military pay transactions. Distributes and balances the workload among employees in accordance with established work flow or job specialization, assures timely accomplishment of the assigned workload, and assures that each employee has enough work to keep busy. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise. Estimates and reports on expected time of completion of work and maintains records of work accomplishments and time expended and prepares production reports as request. Instructs employees on tasks and job requirements, develops written instruction as necessary, and answers questions regarding procedures, policies, and directives. Reviews a full range of technician transactions to determine correct input; returns or rejects work for corrective action.

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service
  • Obtain/Maintain Financial Management Certification

Qualifications

Time in Grade: For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-06 or higher grade in the Federal Service. For entry at the GS-08 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. Specialized Experience: You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the next lower grade level in the Federal service. Qualified specialized experience for the GS -7: Specialized experience is defined as reviewing and processing a wide variety of non-recurring military payroll transactions; determining entitlements; verifying all documents for propriety, completeness and accuracy; and resolving problems within automated pay accounts related to payroll actions, regulations, policies and procedures. Qualified specialized experience for the GS -8: Specialized experience is defined as Investigating, resolving and/or identifying problems, errors and discrepancies within an automated military pay system; and reconstructing complex military pay histories to resolve pay and entitlements errors. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies: Communication, Concepts, Policies, and Principles of Payroll, Financial Management Systems, Fundamentals and Operations of Military and Civilian Pay, and Leading People Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education

GS-07 (1-grade interval) Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

GS-08 Substitution of Education for Experience: Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.
