This position is located in the Department of Housing and Urban Development, Asst Secretary for Community Planning and Development.

Duties

As a/an Senior Financial Analyst, you will: Serve as an expert-level resource on his/her Program Management Team on matters relating to financial management issues. Provide oversight and monitoring of all assigned programs and functions within the team assigned or Office. Prepare necessary correspondence to States, local governments and non-profit and for-profit grantees needed for closing out CPD grant awards or specific CPD program projects.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Providing comprehensive financial management experience with community development programs; AND - Ensuring financial accountability and compliance with federal rules, regulations, laws and policies; AND - Applying general accepted accounting, auditing standards and procedures for conducting grants management oversight; AND - Using financial systems and technology in conducting financial monitoring of grantee activities and audit resolutions, securities markets, investments, and banking. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.

OR

Experience Such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
