Duties
You will be responsible for the solicitation, analysis, evaluation of contractor offers and quotes associated with the procurement of supplies and services in support of the command and the pre-commissioning ship's crew.
You will provide guidance in development of the statement of work, determine the type of contract best suited to the requirement, and develop special clauses and terms and conditions applicable to the solicitation.
You will conduct market research and coordinate with the Small Business Administration (SBA) Small Business Liaison to determine sources to be solicited.
You will prepare the solicitations and obtain review by Office of Counsel prior to issuance and will post public notices and solicitations.
You will procure supplies or services primarily through formal advertising or through limited use of negotiation techniques to support local, regional and detachment operations and major Department of Defense shipbuilding programs.
You will research errors or conflicting information in procurement documentation and take corrective action or prepare solutions as appropriate.
You will issue modifications to include the negotiated changes in purchase orders as directed by the Contracting Officer.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
- This is a bargaining unit position.
Qualifications
FOR GS-09 GRADE LEVEL: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist performing contracting functions (e.g., cost/price analysis, negotiations, pre-award and post-award processes, solicitations, procurement, and contractor performance) to ensure the acquisition of supplies or services for the maintenance or modernization of surface ships or submarines.
FOR GS-07 GRADE LEVEL: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist utilizing appropriate contract methods, contract types, or contract and procurement regulations to prepare solicitations, perform cost or price analysis, or negotiate contract terms and conditions associated with the acquisition of supplies or services for the maintenance or modernization of surface ships or submarines.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
FOR GS-09 GRADE LEVEL:
- successful completion a master's or equivalent graduate degree; -OR-
- successful completion of two full academic years of progressively higher level graduate education; -OR-
- successful completion of an LL.B or J.D.
FOR GS-07 GRADE LEVEL:
- successful completion of a bachelor's degree with superior academic achievement; -OR-
- successful completion of one full year of graduate level education or law school
