This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Develop and prepare policies and procedures for test program set (TPS) management, configuration management and control, and related matters.
Prepare internal plans, procedures, and configuration management requirements for use within an automated system.
Develop statements of work and purchase descriptions taking into consideration the purpose of the system, the type and complexity of the electronics involved.
Monitor contracts and provide technical advice during contract negotiations and fulfillment.
Requirements
- Must obtain and maintain a T3-Secret Security clearance.
- Business travel up to 10%.
- One year probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience which includes 1) Developing standard operating procedures for technical work on electronics systems; 2) Instructing and counseling in technical problem areas and in the use of test and trouble-shooting and diagnostic techniques; AND 3) Preparing designs and recommend design change to equipment or parts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
