Qualifications

For GS-13: To qualify for the GS-13, applicants must have one year of appropriate specialized experience that provided the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience includes: Managing complex financial assistance actions, including the development and publication of Funding Opportunity Announcements (FOA); analyzing grants applications including making assessments of a prospective awardees eligibility and financial viability; negotiating, administering, and closing out the resultant awards upon completion; interacting with high-level contacts concerning the evaluation of grant and cooperative agreements; supporting the oversight of grants management operations within an agency and assuring grants policies and procedures are adhered to by recipients; formulating and implementing government- and department-wide grants and cooperative agreement policy and processes; applying quantitative/qualitative analytical and techniques in the oversight of grants programs; and, serving as an expert in grants monitoring and management control techniques to monitor financial conditions in closing grants and resolving problems. Experience researching grants policy and provides grants policy guidance to staff. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

Education

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
