This position supports the Planning Program manager at the Mississippi National River and Recreation Area to direct and assess land and recreational development activities within the National Park corridor. Provide staff support to local, regional, and state planning authorities, local zoning boards, municipal councils, and park boards to inform and advance land and recreation management goals and objectives.

Duties

Work with local, state, and federal government agencies to ensure land use and recreation projects meet National Park Service (NPS) policies and do not negatively impact the Mississippi River. This position is high pace and dynamic, requiring attention to detail, comfort with occasional field work, and good interpersonal relationship skills. Join a team of collaborative and passionate people at the Mississippi National River and Recreation area who are all working to protect and enhance the Mississippi River in the Twin Cities. Further duties include: Serve as an agency representative on complicated and controversial planning initiatives affecting river resources to advocate that NPS positions are enacted. Develop relationships with local, regional, and state planning authorities, local zoning boards, municipal councils, and park boards to advance NPS land and recreation management goals and objectives. Draft determinations of compliance that evaluate complex planning and design proposals ensuring compliance with NPS land use management policies and federal law. Conduct public outreach on plans, studies, recreational initiatives, and land use actions by organizing meetings and drafting print and web communiques to solicit community engagement. Conduct project site visits to confirm no impacts to protected resources have occurred and compliance with NPS land use policies and federal law is carried out.

Qualifications

All qualifications must be met by the closing date of this announcement-04/15/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. This position has an Individual Occupational Requirement and applicants must possess one of the following. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. Undergraduate or Graduate Education in a Major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify based on graduate work in related disciplines must have one or more courses in outdoor recreation. (A copy of your official transcripts will be required before entrance on duty, if selected). -OR- Experience that demonstrates the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns; Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs; Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve; Preparation or review of plans and programs for natural resource utilization and recreation area development; Solution of administrative, intergovernmental, socioeconomic, other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. - AND - To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include experience with either land use, recreation, natural, cultural or related resources and/or program analysis; providing technical assistance in applying policy and/or program requirements; collaborating with partners, organizations or governments in support of the management of either land use, recreation or other natural or cultural resource management/planning objectives; interacting with federal, state, local or tribal governments, nonprofit groups and/or the general public in meetings and planning sessions and compiling information from such meetings and sessions. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related or equivalent Master's degree in outdoor recreation planning or related field of study such as sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify based on graduate work in related disciplines must have one or more courses in outdoor recreation. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your coursework and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts, or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific coursework information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected). You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have 6 months of specialized experience (50% of the experience requirements for this position and grade level) combined with one year of education as outlined above (50% of the education required to qualify).The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
