At the GS-9 grade level, you will assist in coordinating simple funding actions that begin the grantee award process.
At the GS-11 grade level, you will participate in the planning and business management of the full range of assigned grants and renewal applications.
At the GS-12 grade level, you will participate in Pre-Award and Post-Award activities, and contribute to the initiation, refinement and implementation of applicable policies and procedural guidance.
Duties
Participate in the planning and business management of the full range of assigned grants and renewal applications.
Participate in the negotiation of the budget, award period, and terms and conditions for grant awards.
Advise applicants and grantees on financial and management issues relevant to their applications.
Provide assistance in the administration of the portfolio including setting appropriate work priorities.
Ensure that the awardee is in compliance with established administrative and financial policies, procedures, and sound business practices.
Process a full range of grant/agreement applications used to determine the selection of grant/agreement awards.
Provide advice, interpretation, and guidance on statutes, regulations, policies, and procedures as they relate to the award program.
Provide guidance and/or training to lower-graded grants management staff.
If you are selected at the GS-09 or GS-11 level, you will essentially perform the same duties as those described above, however duties are less complex and will be performed under closer supervision with more detailed guidance.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
In order to qualify for a Grants Management Specialist, GS-1109-9, you must:
A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR
B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Reviewing grant/cooperative agreement applications for compliance with administrative procedures. 2.) Providing information to applicants on the grant/cooperative agreement procedures and regulatory requirements. AND 3.) Drafting grant/cooperative agreement-related documents (e.g., award notices, status reports). OR
C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Grants Management Specialist, GS-1109-11, you must:
A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR
B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Evaluating budget justifications by assisting with financial/cost analysis. 2.) Tracking expenditures to ensure compliance with grant/cooperative agreement terms and conditions. 3.) Advising applicants or grantees on administrative issues (e.g., incomplete application). AND 4.) Developing grant/cooperative agreement-related documents (e.g., award notices, status reports). OR
C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Grants Management Specialist, GS-1109-12, you must:
Have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Advising applicants and grantees on financial and business management issues. 2.) Monitoring grant/cooperative agreement-related budget to prevent lapse in funding. 3.) Teaching grant/cooperative agreement-related procedures and requirements to junior-level colleagues or management. AND 4.) Evaluating grant/cooperative agreements (e.g., reviewing reports, performing on-site visits) to ensure compliance with organizational policies (e.g., financial) and laws/regulations.
