You will serve as a Natural Resources Specialist in the Environmental Planning Branch and Natural Resources Division of MARINE CORPS BASE CAMP PENDLETON.

Duties

You will develop and review environmental documentation and planning submittals for Camp Pendleton. You will facilitate a coordinated project approach for the application of the National Environmental Policy Act (NEPA) planning process as it pertains to military training, military construction, facilities development, and external agency projects. You will coordinate tactical environmental planning, acting as the focal point for day to day tactical military training/planning and facility land use planning. You will provide guidance in all elements of the NEPA planning process, serving in advisory capacity. You will meet with federal, state, and local governmental agencies concerning approval of plans, permits and programs concerning Camp Pendleton. You will review and keep abreast of current applicable regulations and their local application.

Requirements

  • This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing environmental and planning documents to ensure compliance with National Environmental Policy Act (NEPA) directives; 2) Researching and interpreting environmental laws and regulations to assess impacts of proposed projects on the natural environment; and 3) Providing guidance in all elements of the planning process as it relates to environmental matters. For GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and reviewing environmental and planning documents to ensure compliance with National Environmental Policy Act (NEPA) directives; 2) Researching and interpreting environmental laws and regulations to assess impacts of proposed projects on the natural environment; 3) Providing guidance in all elements of the planning process as it relates to environmental matters; and 4) Communicating both orally and in writing with senior officials and environmental regulatory community stakeholders by preparing and delivering briefs, documenting recommendations, representing an organization at conferences, and training staff. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    or

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


The following can be substituted in order to meet the minimum qualification requirements (listed under Qualifications Section) of this position:

For GS-09: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree

For GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
